Overview

This class covers commercial vehicles built to carry people: staff buses, tempo travellers, tourist coaches and shuttle vans. The distinguishing feature, as with any passenger-carrying policy, is legal liability to the people inside the vehicle.

The variable that drives the premium is seating capacity, because it drives the maximum number of simultaneous passenger claims. That number is declared, printed on the schedule, and examined closely after any incident.

The second variable is use. A vehicle on a tourist permit, a contract carriage and a staff shuttle carry different risk profiles and are rated differently. Insuring under the wrong description is a saving that disappears at the first claim.

Who should consider it

Tour operators, staff transport contractors, hotels running airport shuttles, and companies that operate their own employee transport rather than outsourcing it.

Employers running their own staff transport should note that liability to employees travelling in a company vehicle is a real and separate exposure, and worth reviewing alongside this policy.

Benefits

  • Legal liability to passengers, scaled to the declared seating capacity
  • Own damage cover for a substantial commercial asset
  • Driver, conductor and attendant covered under the statutory extension
  • Cover aligned to the permit under which the vehicle actually operates
  • Fleet structures for operators running several vehicles
  • Cashless repair, limiting the disruption of a vehicle off the road

What is covered, and what is not

Read the right-hand column first. It is the one that decides whether a claim is paid.

Typically covered

  • Third-party death, injury and property damage
  • Legal liability to passengers up to the selected limit
  • Own damage from accident, fire and theft
  • Natural calamities and man-made perils
  • Crew cover under the statutory employee extension
  • Towing and removal after an accident
  • Personal accident cover for the owner-driver

Typically not covered

  • Passengers carried beyond the declared seating capacity
  • Operation outside the permit type or area
  • A driver without the correct passenger-carrying licence class
  • Carriage of goods for hire in a passenger vehicle
  • Loss of earnings while the vehicle is off the road, unless added
  • Wear, tear and mechanical breakdown

Inclusions and exclusions vary between providers and between plans from the same provider. The wording in your own policy document is what governs — we will walk you through it before you buy.

How it works with us

  1. 1 Send us the vehicle details Registration number, make and variant, year, and your current policy if you have one. Thirty seconds of typing.
  2. 2 We check what you are actually insured for IDV, add-ons, voluntary excess and no-claim bonus. Most renewals we see carry an IDV set years ago and never revisited.
  3. 3 Two or three quotes, compared on cover and not on price With the garage network in your city and each insurer's claim record put next to the premium.
  4. 4 Inspection where the law requires it A break in cover or a mid-term insurer change means an inspection. We arrange it, usually by video.
  5. 5 Policy issued, and we handle the claim when it comes You call us at the garage, not a helpline. We deal with the surveyor and the settlement.

Important considerations

The things a brochure tends to leave out. Read these before you decide.

  • Declared seating capacity is the number the whole policy is priced on and the number enforced after an incident. Carrying beyond it is the clearest breach available.
  • Permit type is not interchangeable. A tourist permit vehicle used as a stage carriage is operating outside the terms its premium was calculated on.
  • For staff transport, review employee liability alongside this policy. Employees injured in a company vehicle create exposures a motor policy alone may not fully answer.
  • Passenger liability limits deserve the same scrutiny as on a school bus. The premium difference between an adequate limit and a thin one is small.
  • Where vehicles are hired in from other operators, obtain their policy schedules. Your contractual exposure does not end because someone else owns the vehicle.

Documents required

  • Registration certificate (RC) of the vehicle
  • Previous policy copy, for no-claim bonus and continuity
  • Driving licence of the owner or the usual driver
  • Identity and address proof
  • PAN card, where the premium crosses the reporting threshold
  • Invoice or delivery note, for a new vehicle
  • Vehicle inspection report, where there has been a break in cover

Frequently Asked Questions

What decides the premium on this class?

Principally seating capacity and permit type, then the vehicle's value and its operating area. Seating capacity matters most because it sets the ceiling on how many passenger claims a single incident can produce.

Can I use the same vehicle for goods sometimes?

Not under a passenger-carrying policy. Carrying goods for hire in a passenger vehicle falls outside the cover and, in most states, outside the permit as well.

Is employee transport treated differently from a tour bus?

They are rated differently because the risk differs — fixed routes and known passengers against variable routes and public hire. Insure under the description that matches actual use, not the one that quotes lowest.

Are the driver and conductor covered?

Yes, under the statutory employee extension, provided they are lawfully employed and correctly licensed for the class of vehicle.

What if I hire vehicles from other operators during peak season?

Their policies cover their vehicles, but your contractual liability to your passengers remains yours. Collect their schedules, check the passenger liability limits, and consider your own liability cover behind them.
